Brokerage Services, Compensation & Relationships
Harlen is operated by COAR Property Management, Inc. ("COAR," "we," or "us"), a California licensed real estate broker and property-management company, CA DRE Lic No 02078336. This page explains our services, how COAR may be paid, and how our role can differ between properties.
What we do
Harlen helps renters search listing information, save homes, communicate housing preferences, and request tours. The Harlen team at COAR coordinates with the property's listing contact and communicates proposed or confirmed arrangements. A tour request is not a confirmed appointment, a reservation, an application approval, or a lease.
For Harlen Direct listings, the services COAR provides are set out in its agreement with the owner or authorized property representative. Those services may include advertising, application processing, or leasing assistance, depending on the engagement. Submitting a property or draft does not itself authorize public advertising or establish a property-management relationship.
Activities requiring a real estate license are performed through appropriately licensed personnel or as otherwise permitted by law. Administrative staff may assist with tasks that do not require a license.
Who owns the property and makes decisions
COAR does not become the property owner by operating Harlen. Some listed properties may be managed, listed, or represented by COAR; others are supplied by independent owners, property managers, or MLS brokerages. A "Harlen Direct" label identifies a listing's submission channel. It does not establish that COAR owns or manages the home or represents every party.
The owner makes leasing decisions unless a valid property-management agreement delegates that authority to COAR. The decision-maker must follow applicable law and the property's disclosed screening process. A tour, conversation, saved home, application, or screening payment does not guarantee approval or reserve a unit.
Whom COAR represents
COAR's role depends on the property and engagement. COAR may represent a housing provider, a renter, or both parties where permitted and with the required disclosures and informed consent. The party paying a fee or commission does not, by itself, determine whom COAR represents.
Where COAR represents only the housing provider, helping arrange a tour or transmit an application does not by itself mean that COAR represents the applicant. Where COAR represents a renter, the applicable engagement documents describe the services and representation. The relationship, material conflicts, and compensation arrangements must be addressed for the particular engagement, with disclosures and confirmations provided when required by law.
Opening an account, saving a home, or making an initial inquiry does not by itself create an exclusive brokerage relationship. COAR's actual conduct and applicable law also determine its duties. This page does not waive those duties, create a brokerage engagement, or provide consent to dual representation. Any proposed dual representation requires the disclosures and informed consent required by law from the parties involved.
How COAR is paid
Rental search and tour coordination through Harlen carry no renter brokerage fee. Rent, security deposits, lawful application-screening charges, and other disclosed property-specific costs are separate. Any additional paid service requires a separate agreement describing its charge.
COAR may receive:
- Leasing commissions from other participating real estate brokerages under the applicable compensation agreement when a qualifying transaction occurs.
- Fees from owners or authorized housing providers who list directly through Harlen, for the services specified in their agreement with COAR.
- Application-screening charges for applications COAR processes, subject to the limits and requirements described below.
The payer, amount or calculation method, services covered, and payment conditions for a brokerage commission or owner-service fee belong in the applicable agreement and transaction disclosures. Brokerage commissions and owner-service fees are negotiable; we do not represent them as fixed by law or across the industry. This page does not establish an owner fee schedule or authorize a payment.
Rental applications and screening charges
COAR processes its rental applications through its AppFolio workflow. COAR's standard application-screening charge is $65 per adult individual per application, subject to actual-cost limits, applicable legal caps, exceptions, and required refunds. The standard amount does not authorize a charge exceeding the lawful amount for a particular application.
The applicable application process must provide the amount, recipient, screening criteria, refund rules, required authorizations, and privacy information before submission or payment. These website disclosures do not authorize a consumer report, make a fee nonrefundable, or replace the required application-stage information. Processing through AppFolio does not remove COAR's responsibilities for its own application and screening activities.
An independent owner or brokerage may use a different application process and fee schedule. Review the information for the particular property rather than assuming every listing uses COAR's process or is managed by COAR.
Search order and recommendations
The default search order places Harlen Direct listings before MLS listings. Available sorting options and filters can change the order. Direct-listing providers may pay COAR under their agreements. Priority placement is not a certification of quality, suitability, independent verification, or current availability.
Harlen does not display every rental in a market. Participating sources, available information, coverage, property types, and search settings affect the results. We use the housing preferences you provide to assist your search; we do not use protected characteristics to steer you toward or away from housing or follow discriminatory instructions from housing providers.
Listing information and separate documents
Property information can change or contain errors. Review the Listing Information & Advertising Disclosures, confirm details important to your decision, and review the property-specific documents before signing or paying. These notices do not excuse misleading advertising or any investigation, disclosure, or professional duty COAR must perform under law.
The Website Terms of Use address website use. Brokerage engagements, owner-service agreements, property-management agreements, applications, and leases remain separate. Obtain independent legal, tax, insurance, engineering, or other professional advice when needed for matters outside the services COAR has agreed to provide.
