Harlen Fair Housing and Reasonable Accommodations Policy

Harlen is operated by COAR Property Management, Inc. ("COAR," "we," or "us"), a California licensed real estate broker, CA DRE Lic No 02078336. We are committed to equal housing opportunity in the housing services we provide.

Equal access to housing services

We provide our services without unlawful discrimination or harassment based on race, color, religion, sex, national origin, familial status, or disability, and on additional characteristics protected by California or applicable local law. These include ancestry, age, marital status, gender, gender identity, gender expression, sexual orientation, genetic information, military or veteran status, source of income, citizenship, immigration status, and primary language. Protection includes actual or perceived characteristics, association with another person, and combinations of protected characteristics.

This commitment applies to advertising, responses to inquiries, property recommendations, tours, rental applications, screening, leasing, and other housing services within our control. We do not honor an owner's request to exclude or discourage people for a discriminatory reason. Lawful property-specific eligibility requirements are applied only where permitted by applicable law.

Listings, search, and recommendations

Our listings must describe housing and its terms accurately and without unlawful preferences. We do not permit discriminatory listing language, discriminatory instructions to agents, or requests to conceal an available home from a person because of a protected characteristic.

We use relevant housing preferences, such as requested location, budget, size, and amenities, to help renters identify options. We do not use a protected characteristic as a reason to withhold otherwise available housing or direct someone toward or away from a neighborhood. If information appears discriminatory, incomplete, or inaccurate, please report it using the contacts below so we can investigate and take appropriate action.

Lawful income and rental assistance

Applicants may use lawful, verifiable income and applicable rental assistance, including Housing Choice/Section 8 vouchers. We do not impose a categorical exclusion because an applicant receives assistance or benefits.

For applicants with a government rent subsidy, financial eligibility standards are based on the rent portion the applicant must pay. When credit history would otherwise be considered, we offer the applicant the choice to provide lawful, verifiable alternative evidence of ability to pay that portion, allow reasonable time to provide it, and reasonably consider it instead of credit history. Examples may include benefit records, pay records, or bank statements. Contact us for assistance with this process before submitting information you do not want included in ordinary correspondence.

Disability accommodations and modifications

You may request a reasonable change to a rule, practice, service, or communication method because of a disability. Requests for reasonable physical modifications are considered under applicable law and referred to the responsible housing provider when appropriate.

You may make a request orally or in writing, yourself or through someone acting on your behalf. No particular form, terminology, or mention of this policy is required. You may contact Cory Bergamini, CA DRE Lic No 02143616 at cory@coarpm.com, call COAR’s general office at (562) 528-3115, or tell the COAR representative assisting you. Tell us what assistance or change you need and how we can contact you.

We consider requests promptly and engage in a timely, good-faith discussion where clarification or an effective alternative is needed. Where disability and the need are apparent or already known, we do not require additional verification. Otherwise, we request only reliable information needed to establish the disability-related need. We do not require a diagnosis, medical records, or information about the severity of a disability. Please avoid sending sensitive medical information through a general inquiry form. We limit access to accommodation information to people who need it to address the request or fulfill applicable duties.

Assistance animals

Service animals and other qualifying assistance animals, including emotional support animals, are considered under disability-accommodation rules. Qualifying assistance animals are not subject to ordinary pet breed, size, or weight restrictions, pet rent, pet deposits, or other pet fees. We do not require a purchased registration, certificate, or particular identification product as a condition of considering a request. Any permitted individualized assessment, including a substantiated safety concern, is handled under applicable law.

Screening and decisions

We apply lawful, relevant screening criteria consistently and consider required exceptions and accommodations. A report or automated recommendation does not relieve the housing decision-maker of fair-housing obligations. We do not impose a blanket exclusion of every applicant with a criminal history. Where criminal history is lawfully considered, we exclude records that law prohibits considering and apply relevant, individualized standards, including any required opportunity to explain errors or mitigating information. We do not treat a complaint, request for accommodation, or exercise of housing rights as a reason for adverse treatment.

The property owner makes the final rental decision unless a valid property-management agreement delegates that authority to COAR. Each decision-maker must comply with applicable law and the property's selected application process. COAR remains responsible for duties applicable to its own services and conduct.

Reporting a concern

Contact Cory Bergamini, CA DRE Lic No 02143616 at cory@coarpm.com, call COAR’s general office at (562) 528-3115, or write to COAR Property Management, Inc., 2883 E Spring St, Suite 150, Long Beach, CA 90806. Include the property or listing, the date, the conduct at issue, and a safe way to reach you. We will review the concern and take action appropriate to our role and authority. You do not need to complain to us before contacting a regulator or exercising other rights.

Housing discrimination concerns may also be reported to the California Civil Rights Department or U.S. Department of Housing and Urban Development. Nothing in this policy limits nonwaivable rights or available remedies.
